California FSC Training Requirements: What Changes in 2029?

Updated September 26, 2026. California's Firearm Safety Certificate process is changing. Beginning January 1, 2029, many FSC applicants will need qualifying firearm training completed within the previous year.

What will be required?

SB 948 establishes at least four hours of training covering firearm safety, safe handling, storage, California transfer laws, prohibited-person requirements, self-defense and use-of-force law, conflict resolution, transportation, shooting fundamentals, and related responsibilities.

Is live fire required?

Yes. The statute requires live-fire shooting exercises at an actual firing range, along with a demonstration of safe firearm handling and basic shooting proficiency.

When does this begin?

The new FSC training requirement begins January 1, 2029. California DOJ may issue additional implementation regulations before then.

Does everyone need the course?

No. The law contains exemptions, including for valid California CCW license holders and people who completed qualifying initial or renewal CCW training within the previous three years.

What should firearm owners do now?
